some of my info will come from forums some will come through personal experience for now this is a direct list of talents through forum

Speed
lvl 1: Ship speed increase 3%
lvl 2: Ship speed increase 6%

Hit
lvl 1: increase hit chance 3%
lvl 2: increase hit chance 6%
lvl 3: increase hit chance 9%

Repair
lvl 1 : 15% chance to repair 10% damaged ships during battle
lvl 2: 16% chances to repair 20% damaged ships during battle
lvl 3: 17% chances to repair 30% damaged ships during battle
lvl 4: 18% chances to repair 40% damaged ships during battle

Defense
lvl 1: 2% defense increase
lvl 2: 4% defense increase
lvl 3: 6% defense increase
lvl 4: 8% defense increase

Dodge
lvl 1: 5% chance to dodge attacks
lvl 4: 12% chance to dodge attacks
lvl 5: 15% chance to dodge attacks

Attack up
lvl 1: 2% attack power up
lvl 2: 4% attack power up
lvl 3: 6% attack power up
lvl 4: 8% attack power up

Command Up
lvl 1: command 2% more ships
lvl 2: command 4% more ships
lvl 3: command 6% more ships
lvl 4: command 8% more ships

Multiple attack
lvl 1: 10% chance to attack 2 targets
lvl 2: 13% chance to attack 2 targets
lvl 3: 14% chance to attack 2 targets
lvl 4: 14% chance to attack THREE targets
lvl 5: 16% chance to attack THREE targets
lvl 6: 18% chance to attack THREE targets
lvl 7: 19% chance to attack FOUR targets
lvl 8: 22% chance to attack FOUR targets

Combo Attack
lvl 1: 10% chance attack twice
lvl 2: 13% chance attack twice

lvl 1: 2% speed increase in building and ship production
lvl 2: 4% speed increase in building and ship production
lvl 3: 6% speed increase in building and ship production
lvl 4: 8% speed increase in building and ship production

Scientist
lvl 1: 2% speed increase in tech research
lvl 2: 4% speed increase in tech research

Talented
lvl 1: 2% more experience earned

combo attack
lvl 1: 10% chance attack twice
lvl 2: 13% chance attack twice
lvl 3: 16% chance attack twice
lvl 4: 19% chance attack twice
lvl 5: 22% chance attack twice

Multiple attack
lvl 1: 10% chances to attack 2 targets
lvl 2: 12% chances to attack 2 targets
lvl 3: 14% chances to attack 2 targets
lvl 4: 14% chances to attack THREE targets
lvl 5: 16% chances to attack THREE targets
lvl 6: 17% chances to attack THREE targets

repair
lvl 3: 17% chances to repair 30% damaged ships during battle

Edit:
Dodge actually starts at 5%, but each additional level is +2% (so 5%, 7%, 9% etc.)

Also, another thing to point out is that you can NOT stack duplicate skills (i.e. have two dodge or attack skills on the same character).

More:

Combo 6 - 25% chance attack twice
Dodge 5 - 15% chance to dodge attacks
Hit 3 - increase hit chance 9% so seems 3% per level confirmed-ish

Can we have a mod periodically update original post?

Mult 6 is actually 18% of attacking three targets.

Mult 7 is 19% of attacking FOUR targets, i believe
