Now I no not all the mechanics to getting a better hero but I know some.
as fore higher heroes is a .33% chance per refresh to get a blue hero and .0001666% to get a purple per refresh. You get up to 5 free refreshes.
as for the stats each hero gets a base stats depending or color, assuming max level is 50 heroes the max bonus stats each hero can get
white -1 point per level
green - 2 points per level
blue - 3 points per level + 3 to primary stat + 1 to secondary stat
purple - 4 points per level + 4 to primary stat + 2 to secondary stat
now in order to get more hero slots refer to Zhans guide to making friends.
You want to try to get at least 20 friends for 2 extra slots. you have 5 heroes for war and 2 heroes for for city production. 1 with nothing but building tech and 1 for nothing but tech. as for your two extra hero slots when you get 50 friends personal I would make another building guy and another war guy, war guy being the first of the 2. extra building guy for building on other planets other than main, and extra war if you want to reinforce people.
you can get more hero slots by spending gold but that is purely up to you.
as for the Mall try to watch it, sometimes the mall can host a blue item, but they disappear fast so you have to be there when mall refreshes. The mall refreshes every hour so try to watch it by refresh time.
The mall is located on the bottom toolbar and it is the last icon. Blue items are sold out in less than a minute so that's why you want to be prepared.
and watch also for the 50 green items, as mention in war and command guide you want to buy a war and command set from mall also which can total between 9-18 items unless you buy more hero slots.
